最近 FCC 規定 VoIP 業者必須提供 E911 的服務的新聞很紅，本來我以為 Skype 會聽美國政府的話，引進 E911 的服務，可是當看到 Skype Journal 上的《Mixed Messages》和《Skype 911 and get a lawyer》這兩篇，才驚覺原來 Skype 根本不打算鳥美國政府。

在這篇《Impact of FCC on Skype》裡有提到 Skype 的理由是：

Skype's current strategy leaves them exempt as SkypeOut is a prepaid calling card while SkypeIn is the opposite offering an inbound number only. Each product is stand alone and thus not a replacement service.

也因此 Stuart Henshall 才會在《Mixed Messages》裡這樣子感嘆：

As a Skyper, Skype has replaced the telephone for me. So it is a "replacement". Yet it isn't apparently a "replacement" service.

儘管，Phil Wolff 在《Skype 911 and get a lawyer》裡贊同 Skype 拒絕提供 E911 服務，認為這樣是在法律面上，與傳統 telecom 公司對抗。因為傳統 telecom 公司花費研發經費的八倍的經費，用於處理法律以及與政府事務上，而這是對市場新進入者來說較不公平的一種進入障礙 (a barrier to entry for new entrants)。不過我認為，拒絕提供 E911 也只不過是另一種迫使政府重視這問題的一種手段而已，不應是長久之計。畢竟，雖然在技術面上，Skype 勉強還可以不算是 a replacement service of traditional phone，但在實際上，人們不正是這樣子使用與期待 Skype 的嗎？

註：使用 Skype 時，會有如下與 E911 相關的字樣出現（圖見於《Mixed Messages》與《Skype 911 and get a lawyer》）：

  • 會有 "Skype is not a telephony replacement service and cannot be used for emergency dialing." 的教學訊息出現在視窗下方。
  • 若嘗試撥打 911，會跑出一個對話框這麼寫著 "You cannot use Skype to call any emergency services."
